Win government work, one plan at a time
Four plans that take you from unprepared, to panel-approved, to winning government work.
Why it is worth pursuing
Government is the largest buyer in the country, and most of it is winnable
The Australian Government spent almost $100 billion through procurement in 2023–24. Small and medium businesses won more than half of those contracts by number — but only about a third of the value. The volume is there for smaller suppliers. The value is where most of them leave money on the table, because the larger, higher-value work goes to the businesses that are panel-ready, compliant and able to write a bid that survives evaluation.
None of that is out of reach. It is process: the right registrations, the compliance government buyers expect to see before they will contract you, and a bid that answers the criteria as written. That process is exactly what these plans exist to close — whether you want the map and run it yourself, or you want us to do the whole job.
The plans
Four plans, from do-it-yourself to fully retained
Start at whichever one matches where you are. Each plan is self-contained, with its own scope and its own page.

How the plans fit together
- Start at whichever plan matches where you are. Most businesses with no government history start with Barefoot or Access; those already compliant but not receiving requests start at Pursuit.
- The plans compound. Getting panel-ready produces the evidence your applications need, and being listed produces the requests that bid management responds to.
- Nothing obliges you to buy the next one. We will tell you when the honest answer is that you are not ready, or that a given approach to market is not worth your effort.
Who it is for
Australian technology SMEs, SaaS vendors and ICT consultancies selling — or trying to sell — to federal, state and local government buyers.
What it saves
The discovery cost of learning government procurement one rejected bid at a time, and the internal cost of a bid and compliance function you are not yet large enough to employ.
Format
Fixed-scope consulting engagements, plus a retained option on the Standing plan.
The boundary
We support bid quality, structure and compliance. We do not guarantee outcomes and have no influence over evaluation.
Scope and fee for every plan are confirmed in a written proposal before any work begins. We support bid quality, structure and compliance. We do not guarantee outcomes and have no influence over evaluation.
Not sure which plan you need?
Tell us where you are — no government history, on the panels but not winning, or chasing a specific tender. We will point you at the right plan, including when the honest answer is the do-it-yourself one.
