The situation
A large Commonwealth agency runs a complex delivery portfolio, and the people accountable for it needed a reliable, single view of how work was actually progressing. Delivery data was spread across tools and teams, each with its own definitions, so the enterprise view was assembled by hand, late, and open to challenge. For an agency of this profile, business intelligence that cannot be trusted or reproduced is a governance problem, not just an inconvenience.
Our approach
- Designed and implemented an Atlassian ecosystem — Jira and Confluence configured as a coherent system rather than a collection of team instances — so that the same work meant the same thing across the agency.
- Standardised the delivery data model first: shared workflows, shared field definitions and shared hierarchy, so a report rolled up consistently from team to portfolio without manual reconciliation.
- Built the enterprise business intelligence layer on top of that governed data, connecting Atlassian data to reporting that executives and delivery leads could rely on, with lineage back to the source.
- Set up the governance — administration model, permissions and change control — so the ecosystem stayed consistent as more teams came onto it, rather than fragmenting again.
